People Analytics Without the Dashboard Theater: Turning People Data Into Decisions
Analytics earns its keep when it changes a decision — everything else is scenery.
The quarterly business review is going well. The new people-analytics platform is on screen: attrition curves by tenure band, engagement trellised by department, a nine-panel view someone spent three weeks polishing. Heads nod. The CFO says “great visibility.” And then the meeting moves on — headcount decisions get made the same way they were made last year, from instinct and the loudest voice in the room. Eighteen months and one renewal invoice later, a People leader admits what most People leaders eventually admit: we bought an analytics tool, and it made prettier charts.
This article is about the difference between that outcome and the one the research actually supports — and about what has to be true, organizationally and architecturally, for people data to change decisions instead of decorating them.

What is people analytics — and what is it not?
Start with the definition, because the definition already contains the diagnosis.
CIPD defines people analytics as using people data, HR-system data, and wider business information to solve business problems and improve evidence-based decision-making. [1] Notice the direction of travel: the definition begins with a problem and ends with a decision. Data and analysis are the middle of the sentence, not the point of it.
That framing descends from evidence-based management. Rousseau’s argument was that management, like medicine before it, should translate the best available evidence into practice — that decisions about people and organizations should be informed by what is actually known rather than by habit, fashion, or anecdote. [2] People analytics is the in-house instrument of that discipline: it exists so that a real decision — who to promote, where to invest manager coaching, whether a reorganization is bleeding a critical team — gets made with evidence instead of adrenaline.
What people analytics is not is a reporting function with better fonts. A dashboard that no decision depends on is not analytics; it is theater with a data source. The distinction is not cosmetic. It predicts whether the investment pays.
Why do most analytics investments produce charts instead of decisions?
Because the failure mode was designed in, and the field saw it coming.
In 2015 — near the peak of the first HR-analytics hype cycle — Rasmussen and Ulrich published a warning with an unusually blunt title: how HR analytics avoids being a management fad. Their argument was that analytics fails when it is run as an inside-out HR data project — collect what the HRIS has, chart it, circulate it — and succeeds only when it starts from a business problem and lives inside business processes, where its findings are owned by the people who make the affected decisions. [3] Analytics as an HR-internal reporting exercise, they argued, produces exactly what most organizations got: activity, artifacts, and no traction on outcomes.
Angrave and colleagues pressed the same point from the capability side, warning that HR was “set to fail the big data challenge”: off-the-shelf analytics embedded in HR information systems tends to serve up generic operational reporting, while the analytical and strategic capability to convert data into business insight is missing from most HR functions — so the charts get produced and the decisions go untouched. [6]
And when Marler and Boudreau reviewed the actual evidence, the gap between adoption and impact turned out to be measurable in the literature itself: their evidence-based review found only a small number of rigorous empirical studies of HR analytics — its adoption, its enablers, or its consequences — against a large and growing volume of practitioner and vendor enthusiasm. [4] The hype had outrun the science. Tursunbayeva, Di Lauro, and Pagliari’s scoping review reached a compatible conclusion from another angle: the field’s value propositions were being defined substantially by vendors and consultants, with the peer-reviewed evidence and the ethical guardrails lagging behind the market. [7]
Read together, the literature says something uncomfortable and useful: buying analytics is weakly related to benefiting from analytics. The binding constraint was never chart quality. It is whether the organization connects data to a decision that someone owns.
Dashboard theater has recognizable symptoms. Any two of these is a diagnosis:
- Reports are produced on a schedule, but no one can name a decision that changed because of one in the last quarter.
- The analytics tool has its own login, and usage is concentrated in the team that builds the reports.
- Metrics are discussed in the past tense (“attrition was up last quarter”) rather than the decision tense (“so we are changing X”).
- The most-requested deliverable is a new chart, not an answer to a question.
- Nobody is on the hook for what the numbers say — the dashboard is everyone’s information and no one’s problem.
- The numbers appear in a QBR deck once a quarter and nowhere in the weekly rhythm where managers actually manage.
What separates decision-grade analytics from dashboard theater?
Three tests. An analytics effort that passes all three is decision-grade. An effort that fails any of them is producing scenery.
1. A question owner. Someone accountable — by name — for the business question the analysis serves. Not “HR owns the dashboard”; rather, “the VP of Engineering owns the question of why senior-engineer regretted attrition doubled.” Minbaeva’s research on credible human capital analytics identifies the pattern behind this test: analytics creates advantage only when data quality, analytical competence, and the strategic ability to act are all present — and the ability to act is precisely what a question owner supplies and an unowned dashboard lacks. [5]
2. A decision the data will change. Before the analysis runs, you can state what you would do differently under different results. If no plausible result would change any action, the analysis is entertainment. This is evidence-based management’s core discipline applied honestly: evidence exists to inform a choice, and a choice that is already made — or that nobody intends to make — needs no evidence. [2]
3. A connection to the operating rhythm where the decision happens. Decisions about people are made in specific, recurring places: 1:1s, staffing calls, talent reviews, budget cycles. Analytics that arrives inside those moments gets used; analytics that lives in a separate tab gets admired. This is also where the case for structure is strongest: meta-analytic evidence shows that mechanical, structured combination of evidence consistently outperforms unaided holistic judgment in selection and admissions decisions [8] — and the practical way to get structured evidence into a management decision is to put it in the room where the decision is made, attached to the record the decision is about.
There is a systems-level reason to take the third test seriously. Jiang and colleagues’ meta-analysis of HR systems found that bundles of practices relate to human capital, motivation, turnover, and operational and financial outcomes — people practices work as systems, not as isolated interventions. [9] An analytics layer bolted onto fragmented practices inherits the fragmentation: it can only chart the disconnected exhaust of tools that never talk. An analytics layer that reads from one connected management record can show convergence — the missed 1:1s and the stalled goals and the recognition deficit on the same team — which is the kind of pattern a decision-maker can actually act on.
How do you stand up decision-grade analytics without a data-science team?
The tests above are organizational before they are technical, which is good news for the majority of companies that will never hire a people-data scientist. A workable operating model:
Start from a decision inventory, not a data inventory. List the people decisions your organization makes on a rhythm — backfill vs. redistribute, promote vs. develop, coach vs. performance-manage, invest in a manager vs. restructure a team — and who makes each one. Rasmussen and Ulrich’s outside-in prescription operationalizes as exactly this: the analytics agenda is the decision list, worked backward to the evidence each decision needs. [3] Anything on the data inventory that serves no decision on the list is a candidate for not building.
Assign question owners before building anything. Each question gets an owner in the line, not in HR. HR’s role is evidence broker: framing the question well, assembling the data honestly, and pressure-testing the interpretation — the evidence-based-management posture, played as a service to decision-makers rather than a reporting function. [2]
Go descriptive before predictive. Counting things accurately — 1:1s actually held, goals actually updated, recognition actually given, ER cases actually recurring — creates decision value immediately and builds the data quality that any future modeling would require. Minbaeva’s credibility framework puts data quality and the ability to act ahead of analytical sophistication for good reason: a correct count that someone acts on beats an impressive model that no one trusts. [5]
Put ethics and transparency in the foundation, not the appendix. The scoping-review literature flags that people-analytics value propositions raced ahead of privacy and ethics guardrails. [7] Decision-grade analytics tells employees what is measured, aggregates where individuals could be exposed, and routes findings to humans with the standing to act fairly — because analytics that employees experience as surveillance poisons the very signals it measures. Review the questions, not just the numbers. Retire questions that stopped mattering; promote new ones as the business changes. A quarterly look at “which decisions did the data change?” is the single cheapest piece of analytics governance that exists — and the fastest way to notice you have drifted back into theater.
How does this connect to the operating rhythm — and what does Cadence actually ship?
Cadence’s answer to dashboard theater is architectural, and it is worth stating with precise availability labels.
The management operating plane thesis is that management runs on a recurring rhythm — 1:1s, goal check-ins, recognition, ER follow-through — and that the system of record for management should be the same system where those decisions happen. Analytics built on that plane is not a separate destination; it reads from the practices it describes and surfaces findings inside them.
What that means concretely, labeled per Cadence’s current evidence map:
- Live today: the Culture Scorecard and org-health heatmap, computed from signals the platform already captures — 1:1 cadence and follow-through, goal progress and stagnation, recognition patterns, ER case activity — plus manager-effectiveness views from available signals. These are descriptive analytics wired to named owners (a manager sees their team; an L2 sees their managers) and to the rhythm where the response happens: the next 1:1, the next skip-level, the next coaching conversation.

- Roadmap — not live today: predictive retention and turnover-risk modeling, and calibration inputs to the intelligence layer. Cadence has deliberately not shipped predictive scoring ahead of the data maturity and validation discipline it requires, because a confident-looking prediction with an unvalidated base rate is dashboard theater’s most dangerous form.
The role of AI in this layer is bounded the same way it is bounded everywhere in Cadence: the analytics prepare the human — they surface the pattern, assemble the context, and prompt the conversation. The manager investigates, judges, and acts. AI develops managers, not replaces them. A risk flag that auto-triggered consequences would fail organizational-justice scrutiny and deserve to; a risk flag that routes a human to pay attention costs, at worst, one unnecessary conversation.

The strongest objection: maybe the problem isn’t dashboards — maybe HR data can’t support decisions at all
Steelman the skeptic, because this one has peer-reviewed ammunition:
You’ve conceded that Marler and Boudreau found almost no rigorous evidence that HR analytics improves outcomes. [4] Maybe the lesson isn’t “do analytics better.” Maybe HR data is inherently too sparse, too noisy, and too confounded to support decision-grade inference — small teams, rare events like regretted attrition, metrics that managers can game the moment they matter. On that reading, “decision-grade people analytics” is a category error, and the honest move is to stop pretending the charts mean anything.
Three honest responses:
- The thin evidence indicts the practice, not the possibility. What Marler and Boudreau documented is that few organizations had been rigorously studied — largely because few were doing analytics in a study-able, decision-connected way. [4] Meanwhile, the adjacent evidence that is strong points in one direction: structured use of evidence beats unaided judgment in people decisions [8], and evidence-informed practice outperforms fashion-driven practice as a general discipline. [2] The reasonable inference is that the failure documented in the literature is the dashboard-theater pattern itself — not that people data is unusable.
- Small-N is an argument for descriptive convergence, not against analytics. The skeptic is right that a 40-person org should not fit survival models to its attrition. That is exactly why Cadence ships descriptive, convergence-based analytics today and holds predictive modeling on the roadmap. Counting missed 1:1s, stalled goals, and recognition gaps requires no inferential leap; noticing that all three converge on one team requires only that the signals live in one system. The claim “this team warrants a conversation” is robust at sample sizes where “this employee will quit with probability 0.73” is fiction.
- Gaming and confounding are arguments for connecting analytics to the record, not for abandoning it. Metrics detached from context are easy to game; a connected record is where the gaming becomes visible — recognition volume without specificity, 1:1s logged with empty agendas. And the decision-grade tests limit the blast radius of confounding: when data routes to a human owner who investigates before acting, a spurious signal costs a conversation, not a career.
What would change our mind: if organizations running decision-connected, convergence-based people analytics showed no better decision quality than chart-producing peers once someone rigorously studied both, the thesis of this article fails its own test — and an evidence-based company would have to say so.
What Cadence should not claim
Where product claims arise in this territory, precision is the product. Cadence should not claim:
- “Cadence’s analytics reduce turnover by X%.” (Cadence has no customer outcome data and says so plainly.)
- “Cadence predicts attrition.” (Predictive retention/turnover-risk modeling is roadmap, not live.)
- “Cadence’s Culture Scorecard is a validated psychometric instrument.” (It is a descriptive synthesis of operational management signals, useful precisely because it is grounded in observable practice — not a validated scale.)
- “Analytics eliminates bias from people decisions.” (Structured evidence improves consistency; it does not confer objectivity, and it inherits the biases of its inputs.)
Safer alternatives, calibrated to what is actually true:
- “Cadence’s Culture Scorecard and org-health heatmap are live today, computed from real operating signals rather than self-reported surveys alone.”
- “Cadence delivers people analytics inside the operating rhythm — 1:1s, check-ins, reviews — where decisions are made, rather than in a separate reporting destination.”
- “Predictive retention and turnover-risk modeling is on Cadence’s roadmap, and will ship with validation discipline, not before.”
- “The compounding claim — that connected signals produce better management context than fragmented ones — is Cadence’s synthesis, grounded in HR-systems research and clearly labeled as an integration thesis.”
What Cadence can claim today, plainly: the Scorecard and heatmap are live, built from real operating signals, owned by named roles, and delivered inside the rhythm where management decisions actually happen — which is the architecture the research says analytics needs in order to be something other than theater.
The argument in one paragraph
People analytics was never supposed to mean more charts. The field’s own definition runs from data to business problem to decision, and its own literature warned — accurately — that analytics run as a dashboard project inside HR would end up a fad, admired and unused. The fix is not a better visualization library. It is a question owner, a decision the data will change, and a seat inside the operating rhythm where that decision gets made — which is why Cadence builds analytics as a layer on the management record itself, ships the descriptive Scorecard and heatmap today, labels prediction as roadmap, and keeps the human in charge of every consequence.
